How do I fund Bitcoin without having to use a centralized agency, like a bank?
asked

My question is about how do I take fiat currency, like USD, and purchase bitcoin with it? I hate banks. I hate anything centralized lol. I have looked around, found I can manually load cash onto my PayPal app. Paypal is about to roll out Crypto. I’ll be able to buy BTC within PayPal but will I be able to transfer that BTC out to my wallet? My question is basically How do I buy BTC with USD without having to use funds from my bank?

An exchange which lets you buy BTC via various payment methods. One example of such a site is Bisq, check their Fiat Payment Methods.
Basically any DEX will do as long as it provides the desired payment method.

As for withdrawing the BTC from your PayPal account to another wallet, according to https://news.bitcoin.com/bitcoin-paypal-crypto-services/ that’s not possible.
Specifically it states that you won’t be provided with a private key. As a consequence those BTC technically aren’t yours to begin with.
