Why need to pay deposit due to traffic in blockchain?

Hi, may i know if blockchain request for deposit due to traffic in blockchain?  i’ve requested to deposit an amount of USD 6400 to blockchain in order for my earning withdrawal to reflect in my blockchain wallet account.  Otherwise I can’t withdraw my earning.  Is that true? I’m new in this trade.  Really appreciate if someone could advise me.  Thank you.
