Blockchain without the internet?

Can we build a blockchain not based on the internet. If yes, can you explain in brief how they do that? And can you give an example of that blockchain? Thank you so much!

Theoretically it is doable. Internet serves as communication channel which pretty accessible around the globe.
So if it shuts down the nodes will need to communicate somehow with one another – sms, radio, postal pigeons, human messengers – could be way slower tho.

So that means, if all governments want to shut down bitcoin or any other kind of blockchain, and they do it by shutting down the internet (just a hypothesis). Theoretically there will have other ways for the nodes to communicate and so remain the blockchain network? Am I correct?
